AN ACT TO RESTORE THE RIGHT OF SUFFRAGE TO MARION LEE UPCHURCH, SR., OF NESHOBA COUNTY, MISSISSIPPI.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. The right of suffrage is hereby fully and completely restored to Marion Lee Upchurch, Sr., of Neshoba County, Mississippi, who was disqualified as an elector as a result of his conviction of the crime of murder in 1969 in Sunflower County, Mississippi, and who has completed the penalty and any conditions imposed upon him for such conviction. Mr. Upchurch was released on work release on December 17, 1974, was transferred from work release to parole on October 12, 1978, and on December 12, 1989, his level of supervision was changed to unsupervised. The Legislature has been reliably informed that he is now conducting himself as a law-abiding and honorable citizen in a good and lawful manner.

SECTION 2. This act shall take effect and be in force from and after its passage.
